What's Changing on WhatsApp Starting October 1, 2026
Meta has been rolling out WhatsApp Business Platform pricing changes in stages through 2026, and the biggest one for most businesses lands on October 1: the free-form text replies you've been sending customers at no charge - what Meta calls "service messages" - stop being free. Two smaller changes were already staged ahead of it. On July 1, Meta launched the Meta Business Agent Platform, its own AI layer built into WhatsApp Business. On August 1, it started charging for anything that agent generates. October 1 is when the free ride ends for ordinary support conversations too.
For years, WhatsApp's model was simple: businesses paid per template-based conversation, but a free-form reply sent inside the 24-hour window after a customer messaged first cost nothing. That's the part that's now changing, and it affects any business using WhatsApp for customer support, order updates, or sales follow-ups - which, in Kuwait, is most of them.
Service Messages Lose Their Free Ride
Since November 2024, any free-form text reply sent inside the 24-hour customer service window - the ordinary "your order shipped" or "here's our store address" kind of message - has cost businesses nothing. From October 1, 2026, that ends. Every WhatsApp Business phone number gets 1,000 free service messages each calendar month; anything beyond that is billed per message, at the same rate as a utility or authentication template in that country. The allowance resets monthly and doesn't roll over, so unused messages in September don't carry into October.
This rate applies when a human agent or your own support tool, CRM, or third-party AI is handling the reply. If Meta's own built-in Business Agent generates the response instead, it's billed under a completely different, token-based model - covered next.
Utility Messages Inside the Window Also Get Billed
There's a second change taking effect the same day. Since July 2025, Meta had temporarily waived charges for utility template messages - things like order confirmations and delivery updates - when they were sent in response to a customer's message within that same 24-hour window. That waiver ends October 1. From then on, those messages are billed at the normal utility rate for the country, the same as any outbound utility template, whether the customer wrote in first or not.
In practice, this closes a loophole a lot of businesses were relying on: routing order and delivery notifications through the "reply inside the window" path specifically because it was free. That path now costs the same as everything else.
Meta Business Agent: Billed by the Token
Since August 1, 2026, any reply generated by Meta's own Business Agent - the AI layer Meta itself offers inside WhatsApp Business - is billed at a flat global rate of $2.00 USD per 1 million tokens, the same everywhere in the world. In practice that works out to roughly 4 to 5 cents per typical reply, though a longer or more complex answer costs more, since it's priced by tokens consumed rather than a flat per-message fee.
This is a separate billing category from the service messages above. If you're using Meta's own agent to answer customers, token pricing is what applies - and it applies even inside windows that are otherwise free of delivery charges, including the 72-hour entry point covered below.
The Deadline That Actually Bites: September 30, 2026
Most businesses will remember October 1 as the date things change. The one worth circling now is September 30. Meta requires a valid payment method on file before the new charges take effect, and accounts without one recorded by that date risk having service message delivery stop outright on October 1 - not just get billed after the fact.
If your WhatsApp Business Account was set up a while ago, or is managed through a partner or BSP (Business Solution Provider) rather than directly, this is worth confirming explicitly rather than assuming it's already handled somewhere upstream.
What This Actually Costs a Kuwait Business
Rates vary by country and follow the same table Meta already uses for utility and authentication messages. Published rate cards put Kuwait's service and utility rate at roughly $0.044 USD per message - Kuwait is among the markets that saw a rate increase alongside this change, not just the removal of the free tier.
As a rough example: a support team replying to 5,000 customers a month inside the service window would use its 1,000 free messages, then pay for the remaining 4,000 - a little over $175 for the month, before Meta Business Agent or template costs are added on top. That's not a large number for most businesses, but it turns a channel that used to be genuinely free into one with a real, growing monthly line item. The businesses that will feel it most are the ones leaning hardest on WhatsApp for order updates, appointment reminders, and everyday customer support - which, again, describes a lot of Kuwait's retail and service businesses.
One caveat worth stating plainly: exact rates are published by Meta and its partners and can be revised, so treat any figure here as a planning estimate, not a quote - check the current rate card for your account before budgeting against it.
What's Still Free: The 72-Hour Click-to-WhatsApp Window
Not everything is changing. Conversations that start from a Click-to-WhatsApp ad or a "Message us" button on a Facebook Page still get 72 hours of free message delivery from that first click, and that hasn't moved. The one exception: if Meta's own Business Agent generates the reply inside that window, the token charge still applies. The free entry point waives Meta's delivery fee - it doesn't waive the cost of running Meta's AI.
How to Prepare Before October 1
- Confirm a valid payment method is attached to your WhatsApp Business Account before September 30 - directly in Meta Business Manager, or through your BSP or partner if you don't manage the account yourself.
- Pull last month's message volume and estimate how many free-form service replies you send beyond the first 1,000, using your country's utility rate to estimate the new monthly cost.
- Decide, message by message, whether a reply genuinely needs Meta's own AI agent (token-billed) or can be handled by your own support flow or CRM (billed at the flat service rate) - the cheaper path depends on your volume and how complex the replies are.
- If a large share of your support volume already runs through a chatbot or CRM integration, this is a good moment to revisit that integration against the new per-message rates - sometimes the fix is a smarter routing rule, not a bigger budget.
October 1 doesn't have to be an unpleasant surprise. The businesses in the best position are the ones treating it as a normal cost review now, while there's still time to set up billing correctly and decide where AI-generated replies are actually worth the extra cost.
